Honestly they nailed it with Fallen Watch. Only 1/3 of the entire zone is available atm as well, which is crazy as it is already the largest zone they have made in terms of geography ( with vertical) and content.

The hoops to jump through currently are do you have a pulse, do you like the game, and are you not retarded. Even the later there is plenty of leeway. May change on live.

Looks like they nailed the difficulty in Fallen Watch, 3 different guilds in there none able to get very far in yet. Have been told the old raid encounters are significantly buffed as well, with some people having trouble with Pustulax which used to be a pushover
