Not quite true, Legendary weapons and gear roll with higher tier bonuses. So my Fist of Stral has a 225% damage modifier and the MW version looks like it can only roll up to 150%. My Best Defense legendary is 200% damage, whereas the best roll I've seen for damage on MW gear is 100%. Same thing...

Another gear screenshot. The jump from Epic (2.8k) armour to Masterwork (10.2k) is insane. fwiw, all of my masterworks/legendaries have been from Hard/GM1 contracts, missions, strongholds and quickplay. Stack the shit out of the +luck stat until you've got the full suite, imho.
