There is a group of cultists in the nook near the zone line off north gate. The named there drops an ok hammer. Grobbsmasher or similar. Moderately rare drop though.

Ac caps pretty low, or it used to. I think they improved it recently but with the smithing recipe changes make quick crafting a full set of plate a quite spendy endeavor.
