I don't believe this to be true. Unless it's changed I believe that all pokemon spawn either because of lures, incense or static spawn locations. The static spawns correspond to XM Pools. I hope they allow their database to be used or licensed in some way for future MMARGs. The pokemon game...

The pokemon are server side, not client side. If they were client side, Tyen would be drowning in Mewtwos. However pokemon from lures haven't shown up on the tracker before for whatever reason. I don't know how I feel about the tracker changes. Obviously they're useless for anywhere but...

New change: Not sure what this grass on my tracker is, I had trouble connecting and was getting a bunch of Errors when clicking on pokemon or trying to catch them. They disappeared but would come back soon after.

There's a way to create a VPN that will snifff packets going through and tell you the IV, I almost installed it but decided to just go through the normal methods to find the IV. It's not 100% guaranteed but it's accurate enough.
