I'm almost positive the vast majority of development budget it simply manpower. Look at the size of these teams. Lets say you average even a lowly 60k a year (x1.5 for ee taxes/insurance) for a team of 400 people for 3-5 years. That's 75%+ of your budget right there. AAA games are simply too big.
