They have to float the pipe for the reason of expansion. You also cannot assume the concrete guys can make the supports at exactly the correct angle and straightness of the pipe.

This is the water pipe looking upstream, you can see some ultrasonic sensors, they relay the flow of the water. The second picture shows the expansion (rusty area) of the pipe with different pressures and temperatures
