Hard to say. Every class seems to have some pretty insane potential. Frost shards sorc seems to be pretty close in power and WW barbs too. While druid is pretty insane but maybe they're a bit too slow to be s+ although they certainly have the tankiness to compensate.

Ya the codex is account wide but they aren't permanent like the statues are. You'll have to redo the dungeons again for seasons but not the statues.

Yes. Dungeons and hell tide events are best and other major events like the world event legion invasions and world bosses are also very good. Grinding renown is really good if you plan to roll alts.
