Yeah, the msi board has a setting to run the chip at turbo, so you could just do that with a non k chip and get 3.8-9 ghz. Kind of a decent compromise.

nope the 650ti is overkill, though. The apu would save you energy and money. You could go with a very small form factor and small case. The 650ti won't do you wrong by any means but it will increase your heat ouput and how much space you need in the case.
