Cleave doesn't have any additional aggro component like Heroic does. It's only really used when rage capped aoe tanking, which is rare at lower levels, or when dps'ing and threat capped so you're not adding additional threat from Heroic. With the hotfix, there will probably be a bunch more...

The fleeing mobs thing is completely broken in several areas. I've had fleeing mobs go through 2 packs and then park it in a corner for 2-3 minutes at 5% just waiting.
