Exactly. There are no current game mechanics that would make the ballistic shield a viable use of a stratagem slot for bots. Removing the primary weapon restriction would make it 100% viable. Keep the call down weapons restrictions (so no railgun + shield)

Possible solutions for automations 1) EMP does bonus damage and stunlock 2) make heavy armor and blast padding mitigation stronger vs ranged attacks outside a certain range 3) make ballistic shield usable with all primary guns, not just SMG and pistols. Make reload times longer

Maybe, but FFIX was one of the least sci-fi oriented FF games and Solution 9 is clearly full blown sci-fi in theme. I don't doubt the xpac will have lots of FF9 themed stuff, but the ultra tech stuff probably won't unless it just uses names from stuff (like how Solution 9 is a limit break in FF9)

The D&D IP is pretty strong. A campaign editor to allow you to port your PnP games to the BG3 platform would have probably been pretty popular However that would have presumably have been time consuming to make.

It probably comes down to money. WoTC made over 90 million off the back of royalty agreements from BG3 for use of the IP. Given the massive success, I wouldn't be shocked if WOTC would have then pushed for an even more higher royalty payout for any future use of the IP through DLC or sequels...
