I don't think it has to do with the PST timezone. I think the timing of the games has to do with a time that works best for the most timezones in the world. If Riot were targeting this at just North America it'd be starting a bit earlier to accommodate the east coast.

Pod does have lots of fetches but it has some of the more expensive ones. The decklist I was looking at also had Grove of the Burnwillows. All of this puts the manabase of the deck around $200ish more expensive than the burn list above.
