Lets try a different way , if someone tells you to downscale 3.2 leagues down all of the smaller imperial units (->miles->furlongs->chains->yard->feet->inches and so on) that would be simpler and easier to work with and understand than doing the same to 3.2km in metric units?

I think you have a serious misunderstanding of what Neutrinos are and how they are detected. Neutrinos have extremely weak interaction with pretty much anything else and the easiest way to detect them is indirectly by observing the effects of those interactions when they occur.
