Really hard to compare as some of the best abusers of Heatshiver are spells and employ cast time cheats like Shockwave Totems or Exsanguinate Mines. As others are saying, I think you're going to need some hefty reduction to the base cooldown as the gem levels, not CDR, to make it competitive.
