That's because lfd and lfr are so useless content and reward wise that no one gives a shit. If you want a comparison to wow then compare it to trying to join mythic progression on a server. Reputation probably matters there.

Go with whatever set you can get 6pc first. My strategy with aa new character is spend shards on whatever armor piece I have he least amount of set pieces for. Spend deaths breaths on upgrading yellow weapons until I get an ancient. Then fill in with shit you need when you start completing...
