I don't really see the issue though. If someone wants the set for pvp, they're presumably going to keep playing pvp after they get it because that was their goal. If they want the set for pve, then just like now they'll have to raise their rating to upgrade it to higher pve iLvl.

The honor and conquest sets will have the max pvp iLvl without having to upgrade them, but getting higher rating will allow you to upgrade their pve iLvl (not sure about the honor set, it might upgrade pve iLvl but I doubt it would require rating).
