I get the same issue from both freeshop and ciangel. One of the theories about the ban wave is that it may have something to do with Echoes. I wonder if it's trying to download the unreleased DLCs.

Pretty much everything that @jeydax said. Plus with a standalone router you usually get more config options and such. Plus, you usually have a reason to upgrade routers more often than modems, so having a separate router makes that easier.
