It limits the mechanics that you can use on the raid. If you want to make a hardcore raiding game you just can't use scaling for it.

The discussion going on right now with Path abilities is why NDA's are stupid. There are always leaks and people copy and pasting abilities. All it does is create panic where there might not be if we realized the context and the discussion that is going on in beta.

Fun and flavor for the open world but doesn't pigeon hole you for the end game. You can still play the way you want to play and hardcore raid if you want.

Path abilities can't be used in Raids or PVP. Problem solved.
