DVA is a flex position hero. She has to be paired up with another flex tank or you basically have no tank at all. Its just like if someone picks Zen and your team is like "Oh great healing is covered!" Ehhhh ... not really.

On Volskaya B you can actually walk around the back way. Most people don't know it but there is a tiny ledge on the right side by the pit/stairwell. You don't have to be a Reaper/Genji to assault the backline you can just walk there as a Tracer.

I think they only did that to hide strats. They only pulled it out against far inferior competition.

76's main weakness is the long cooldown on his helix which is the most reliable way to confirm kills, long range combat and melee ranged combat. Generally if he gets jumped and misses his Helix he's toast. He's also not great at dealing with heroes such as Genji, Tracer, Winston or Reinhardt.
