Heatshiver and Ignite doesn't seem like a worthwhile combination. Ignite builds typically don't scale the initial hit, making it hard to reliably freeze.

There's speculation that since it wasn't directly mentioned in the patch notes, Heatshiver got rarity nerfed. If you change your PoB to beta in the options, you can get the new passive tree.
