Tutorial is mostly over by the end of the first island. At the end of the second island it's pretty much gone but you will still find story-related gates until you beat the story. Also yeah, there's no 3D in this game.

I don't think a lack of Agility in DS2 makes the game feel "sluggish," it just reduces your iFrames so roll dodging has to be tighter.
