    Seems like it; I started a week before the steam release, and their was less than ~ 100 Pup, and ~150 Emp on the fleet in prime time. Now there are multiple instances of both fleets. Pub flashpoint queue times seemed to improve too (Emp side didn't to have much of an issue, regardless).
