The reason that people were factory farming low level quest items is because the early early levels really were dog shit. It smooths out some.

It's been a while since I've been handling crime stats but there was definitely a super gap in incarceration rates in the mid 2000s. If that's changing then congratulations on their new found equality but I'm skeptical.
