It's how the unreal engine functions, if you edit a module you have to re-download the entire module. You can't just patch in one line of code. I saw the developers explaining it somewhere.

I couldn't get the test server to work yesterday, maybe it'll work tonight. Nvidia Freestyle seems pretty good, it's difficult to figure out how to enable it and you have to manually turn it on every time you go into the game. It has plenty of options to tweak it, so you can really fine tune it.

You can just delete the files you think are a part of Reshade then use Steam to verify files.
