Chrome's UI elements only scale at 50% intervals, while Chrome can scale page content 110%, 125%, 150%, etc. The weird behavior comes in that at 125% Windows scaling, 100% scale in Chrome displays page content at true 1:1 pixels. But if you go to 150% scaling in Windows, 100% scale in Chrome...

The Windows DPI scalings should work correctly in Chrome once you log out of Windows and back in. Had the same issue at 1440p. You probably want to set Windows DPI to 200% at 4k.

As long as you're only mirroring 1 viewport, so one eye, there shouldn't be much of a performance hit. Once you start adding viewports, that's going to be a large performance hit.
