From my experience that problem is totally independent of the weapon switching, and happens at seemingly random times. One time I got thrown across the world into kingdom come and after I hit the zone wall a mile in the air I got DC'd for input limit.

I can only assume the implementation doesn't match the design nor the requirements. Currently with crystal shards I can spam the crystal shards ability, stop touching the keyboard before the first one casts, and my character will actually cast it three times.

What? That's ridiculous. The fact that there's no GCD in ESO makes it so the appropriate action is to spam the buttons. Ex: When I'm crystal shard spamming on my sorc if I wait for the ability to finish before hitting Cyrstal shards again my DPS is halved. If you're not queuing up actions in ESO...

That spec should be good for leveling and is close to what I used. I didn't come into my own with AE until I got pulsar and eventually used: impulse + inner light + critical surge to AE mobs down. Not sure what a good AE spec is at level 16. I'd also recommend trying to be 1-2 levels higher...
