IMO moves are more important than IV's. Fortunately though you can change moves if you get stuck with a good mon and shitty attacks. Just updated my 85% Dragonite yesterday from Steel Wing / Hyper Beam to Dragon Tail / Outrage ftw.

Raikou and Zapdos are better, but so is the much easier to obtain Jolteon. Now, I don't actually have a Raikou or Zapdos so I'll probably end up using my Ampharos, but that's what higher end players with 50 legendaries would say. Can also get them from daily research tasks.
