That's the thing too. If you're broke ass, you almost certainly don't own a car. That limits your choices to population centres with at least decent public transit. That means 75% of the country is just out of the question.

You're assuming people have skills that allow them negotiating power with new employers. You're assuming people own vehicles, and won't incur massive travel or moving costs. You're assuming people can afford to take a week off work to facilitate a cross country move, without it crippling them...
