Immediately after blocking with L1 use R2. You'll see a strike with like, wind around it when you swing. If you want to rely on it you need to be using a 100% physical defense shield otherwise dodge is just better.

Buckler parry is way better (easier to pull off) than normal parry too. But it seems to only exist on the starter buckler item and nothing else. Not even an ashes. Really annoying/

Well, Ahem. *clears throat* Have you tried using Guard Counters at all? They make shields much better to use if you suck with parry.
