Do you have either of those guys ( Tesla, Elimo ) ? They definitely go down in crystal requirement, at BB10, melchio fills in one round of basic attacks every time. The buff doesn't get stronger either - it's 3 turns no matter what level the BB is for melchio.

Depends on which BB it is - as a general rule, ones that do damage or healing get stronger, ones that are purely buffs ( see Melchio, Telsa ) take less time to charge.
