The 4000 series is pretty decent for an entry-level graphics solution. Just don't look to get good FPS at high resolution in anything but League of Legends. It'll be good for League, passable at best for everything else.

Ping the site from your desktop. What do you get back? Telnet to it on port 80. Type "GET /" and Enter. Does it do anything? You might need to install the telnet client for this.
