Given that there are zero problems on the Japanese servers it is clear that they either completely fucked up their server allocation in terms of Japan vs rest of the planet OR they partnered with someone incompetent for the NA/EU server hosting that overpromised and underdelivered.

Yeah I logged out yesterday at about 5pm eastern and just now tried getting back in and 90000 10102 etc for all characters on all servers. So clearly something is pretty significantly wrong with their network.
