    It's not really even arguable, warfare is just plain better. At the very endgame scoundrel can squeek in to being better for the crit damage, but even that is just situational. Get the rank needed for whatever skills you want, then max warfare.

    The unique shield you get in act4 has 3 rune slots and provides almost 5k armor just on its own yea, it just scales better than 2H does getting to slot 6 runes between mainhand and shield.

    Yea I used him primarily for tanking most of the game, but now with all the rune stacking he just does more damage than everyone by a huge margin. His shield toss is over 6000 physical damage and he's at like 55% crit, it's actually ridiculous.

    Unless they can't be teleported, which becomes more and more of a thing the later in the game you get. Oil patches are really your best CC aside from just bursting armor/magic damage to land hard CC on your first round of turns.
