You don't have to attack your own settlements. The game will create non-player owned settlements to raid.

Tanks worked fine in BF1942. You more often just had issues with environment navigation due to hidden "lol ur stuck" parts than actually driving the thing.

To turn on different voices, when you launch the bnet launcher, if you go under the bnet launcher settings, you can select language. AFAIK this will let Overwatch know what language you want to use when you launch it.

The settlement building keeps me playing for the most part. I've been logging in every now and again to work on my vault. It is pretty much 98% done...just need to furnish some rooms.
