Yes that is correct I unlocked the 2 horde allied races and they are account wide. What I meant was if I wanted to unlock the 2 alliance races as well do I also need to max the rep on the alliance toon to unlock those races.

I was wondering this as well but knowing Bliz I am guessing they make you level the other faction 110 and max the rep.

107 to 110 = a couple of hours of questing Base rep to exhalted high mountain tribe = a bunch of quest in high mountain, or gated daily quests, or other shit but basically it would probably take a couple of weeks or so at normal play levels.
