Ok, can you tell/show me how it works? I was trying it out yesterday on Hierophant Indigon PP build. I had Phantasm and Arcane Surge linked to frenzy, made sure frenzy was both hitting and killing stuff, never got a buff. I even made sure it wasn't invisible, my stats weren't changing.

First time trying these bosses? I would suggest a non melee character and/or one that is not completely dependent on dps to sustain. Those two issues will severely hamper your ability to get better at the fight. A trap build made a world of difference for me. Which guardians did you have...

If I understood ZiggyD correctly, while a flame is on a target, it hits 10 times per second. So more flames improves flame uptime on a single target. You're likely right that you won't hit that limit though.
