What I mean is you say you are having the same noise on multiple devices. So if you plugged the PS4 into a UPS it would help you tell if its your home causing the problem, or the actual hardware.

I had a faulty UPS that was doing the same thing. Returned it ,and no problems since. Also some BIOS's have a surge protection option on them that will shut your computer off as well.
