I got that same letter yesterday. My internet was subsequently shut off except for a link to my provider which allowed me to acknowledge a use agreement before they would restore my service. All in all, pretty scary.

I've used sound deadening material on outside walls over plywood and under the final finish, in this case it was cedar shake. I don't think it helped much. I would concentrate my efforts on the windows.
