For efficiency and maximization, now that everything has reset, is there an order I should be doing patrols, those blue quests, raids etc? I hit 285 last night, and noticed that everything dropping was 277. Outside of the raid, what do I need to do to get gear that's above 277?

No. This is absolutely normal bro. It will get easier with no wobble, but just a good pain. I'm not sure what your goal is, but just dump the dumbells this early. Use machines and use that smith machine until you feel comfortable enough to start regular squats.
