I'm sure it doesn't multiply that 1500 by the %armor roll on the shield but achieving a high armor number isn't the reason it's unpopular. I've had builds that pull over 100k armor before and that was quite a while ago. I wouldn't be surprised if you can get 200k+ if you have nice gear aimed...

That would be cool, armor and evasion shields can both get pretty high defense values and ES shields don't matter since ES attack builds aren't really viable any more. Would give a reason to actually have high defenses on shield instead of just offensive stats and life/res or uniques.

I think it's mostly because when you get up close and personal nothing is going to compete with barrage no matter what you try to do. That skill just scales way too ridiculously compared to almost anything else.
