I enabled the ingame fps/stats display, and apparently my game never drops below 53 even in towns with crowds, while mostly staying at 60. Sure doesn't -look- like a smooth 60fps on Medium at all.

Played for a few hours on Knot (Cruel Vista?). The doesn't like older cpu's, I guess. If by stacks you mean the number shown on the buff icon, then no it doesn't cap at 100, unless having anything beyond 100 doesn't work.
