Seems like it is a buff to 1v1 mostly (knock back and keep them snared with ice arrows), but in team fights it will be harder to silence multiple folks (since I am assuming fast fingered folks can dodge the silence, whereas the old one was instant AOE).
Depends on the server. Lots of servers run various mods like self-bloodbag and towing, which makes it easier to solo. I mostly play on a PVE server currently (Chester's epoch pve), but if you wanna do more PVP, there's plenty of modded pvp as well.

It's harder to introduce super villians until you get more super heroes. They won't use Blizzard or Graviton until SHIELD has more ways to counter them. Of course, I bet there will be some downside to Skye's possible powers so they can't rely 100% on them.
