I thought about that, but that's a more grandiose version of the PVE that is used to level/farm, and a more consistent version of the dragon PVE events. Both of which are fine but already exist in the game. I think it's important for them to have group-sized PVE instances.

I think Araysar's plan was to bait with the "CIA is worse than terrorists" then backpeddle to "torture isn't useful" and maybe even argue that the OBL raid was entirely possible without torture.. As we can see it didn't work.
