You are the one making no sense. The average age of cars on the road today is 11.4 years. That means cars that were made since OBDII has come out. That means if there is anything wrong with their emissions equipment there will be warning lights and possibly limp modes depending on the vehicle...

Yes I don't like California's emission testing system nor emissions testing in general really. I don't think its needed. I think some auditors to randomly test vehicles to make sure manufacturers are adhering to regulation would be fine.

Except that depending on what modifications they have done its easy to reset it to factory get tested and then put it back. When I lived in California and did racing and ran with that crowd I saw it every single day.

You can have periodic testing by labs/inspectors to ensure manufacturers are not cheating like in every single other industry in the world. You do not need to saddle the end user with it.

Except it does as emissions testing is not everywhere. I didn't see Washington state, California, or Texas fail because of lack of emissions testing. None of those states have testing everywhere. The federal regulation has done more to curb carbon emissions than smog testing ever has.
