You need to RNG the base gear with the special sockets as well as RNG'ing the special gems as well in a set of 3 of the same class (Unholy/Frost/Blood). And Blizzard buffed the combined power of having 3 of the same type socketed. So it's RNG on RNG. Why the shards aren't guaranteed drops off...

The current mini-system for this tier, the shards are also a shared drop across all difficulties and rng as well. The guilds are benching players who couldn’t get a full set of 3 of the frost or unholy shards because of the power gain. It’s corruption all over again.
