Lightning Bolt is a stronger card than Counterspell. As is Thoughtseize. That's the whole point. If you had both Bolt and Counterspell in Standard right now I promise you Bolt would be played far more than Counterspell would.

Adding Counterspell to Standard would not stop everyone from playing creatures. It would obviously see play, but it wouldn't be the best card in Standard and has rarely ever been the actual best card in Standard. How is Counterspell too strong and Thoughtseize or Lightning Bolt not?

Blue has been fine, it just hasn't been traditional counterspell heavy decks.

Legacy would literally be a bunch of fast combo decks without counters. How interactive is it when you get to look at your 7 cards and die before you get a turn?

Counterspells are just about as interactive as you can get since they can't do anything until something is on the stack. And your green spells returning cards to hand works just the same against counterspells as it does against discard.

This largely has to do with the nature of the counterspells in the format. Reprint Counterspell, Unban Jace, Punishing Fire, and BBE I'd imagine you'd end up with some real control decks then without eliminating combo or creature decks.
