You won't go to war with Naggarond, they are the same race and on your side. Doing the 4th ritual puts you at war with the other Ritual Races (HE, DE, Skaven, Lizards), your own race won't declare war on you, and the random races (Wood Elves, Brettonia, Vampire Counts, Empire, Orcs, Dwarves)...
