Vanguard is definitely the strongest class after soldier, but soldier really is ridiculous. Adrenaline Rush, M-76 Revenant, and either AP ammo or flashbang grenades as your bonus power. Granted, it's a much less fun way to play through insanity compared to a vanguard, but it's so much easier.

If you were crazy enough to grind two extra Olive TMs though, it would give you the option of a chain-building setup that isn't as fragile as a 4* max like...

Ariana is actually pretty good considering how much mag you get from her event gear. Only other unit that would be as competitive with crappy gear would probably be Xiao.
