Those quests are "breadcrumbs". You have them so you know there's "something" to be done. Otherwise, people who don't go to wowhead or any guide wouldn't guess that the various parts of the story unlock at various rep levels.

They don't scale in that you're guaranteed an upgrade, they scale in making it more likely you could get an upgrade. Otherwise, even casual outdoor players would be 850 in no time... One dungeon WQ in particular was funny to watch, it was 805+ head when I opened WQ, the next day it was "Heroic"...
