Realistically he was expected to be 3rd option for Ravens behind Mark Andrews and rookie Zay Flowers last year (Andrews ended up missing 7 games due to injury, or OBJ would have been 3rd in receiving yards).

Yeah, but he was being paid a lot more then and andrews/flowers aren't exactly hill/waddle.
