Yup. His resume was definitely good enough to be at least a backup on many teams, even when the falloff happened after the 2013 season. Would it have been a little difficult in 2017 with all the political fallout and the fact that Trump was president? Sure. But if he was serious about actually playing and not just pretending, he definitely could've found a team by 2018 or 2019, no doubt.
But now? Nobody is going to touch a 38 year old QB who hasn't played in 9 years. Philip had a much larger body of work, was successful for far longer, and had only been out of the league about half as long.
